當地時間23日，俄羅斯總統普京在政府工作會議上表示，俄方愿意在2022年春季伊斯坦布爾達成的協議、2024年在外交部講話中闡述的原則、2025年安克雷奇會晤討論的模式以及地面現實的基礎上，與烏克蘭進行和平談判。
他稱，和平談判是由烏克蘭方面主動中斷的。當前基輔通過對俄發動打擊，試圖為恢復中斷的談判創造有利條件。
