宣傳宣教落地的同時，劍河縣持續夯實基層防控力量，全縣各鄉鎮（街道）組建52支共840人的應急救援隊伍，常態化對河道主干道、碼頭、村寨山塘水庫等重點水域開展隱患排查。逐一檢查更新救生繩、救生圈、救援長桿等應急設備，在水下深坑、回水灣等隱蔽危險水域增設警示標牌等，實現水域隱患動態清零、防護設施全域覆蓋。
