國家發展改革委、財政部近日印發《推進生態綜合補償實施方案》。

生態綜合補償是統籌運用各類生態補償政策加強重點區域和重要生態系統保護、激發生態保護主體內生動力的有效方式，對筑牢國家生態安全屏障、促進區域協調發展、推進共同富裕具有重要意義。為提升生態保護補償綜合效益，國家發展改革委、財政部聯合印發《推進生態綜合補償實施方案》。

方案提出，提升財政縱向補償精準性，增強地區間橫向補償協同性，拓展市場化補償渠道，有效發揮財政資金對市場化補償的引導作用，強化重點區域生態保護，推動重要生態系統發揮多元功能，完善與生態保護貢獻相匹配的生態綜合補償機制，充分調動各方面參與生態保護的積極性，構建政府主導、社會參與、市場調節相結合的補償格局，切實推動將生態優勢轉化為經濟優勢，讓生態保護者、貢獻者持續得到實惠，促進人與自然和諧共生。

方案明確，到2030年，生態綜合補償機制更加完善，生態保護主體獲得感有效提升，重點區域綠色可持續發展能力持續增強，為加快經濟社會發展全面綠色轉型、建設美麗中國提供有力保障。
