生態(tài)綜合補(bǔ)償是統(tǒng)籌運(yùn)用各類生態(tài)補(bǔ)償政策加強(qiáng)重點(diǎn)區(qū)域和重要生態(tài)系統(tǒng)保護(hù)、激發(fā)生態(tài)保護(hù)主體內(nèi)生動(dòng)力的有效方式，對(duì)筑牢國(guó)家生態(tài)安全屏障、促進(jìn)區(qū)域協(xié)調(diào)發(fā)展、推進(jìn)共同富裕具有重要意義。為提升生態(tài)保護(hù)補(bǔ)償綜合效益，國(guó)家發(fā)展改革委、財(cái)政部聯(lián)合印發(fā)《推進(jìn)生態(tài)綜合補(bǔ)償實(shí)施方案》。

方案提出，提升財(cái)政縱向補(bǔ)償精準(zhǔn)性，增強(qiáng)地區(qū)間橫向補(bǔ)償協(xié)同性，拓展市場(chǎng)化補(bǔ)償渠道，有效發(fā)揮財(cái)政資金對(duì)市場(chǎng)化補(bǔ)償?shù)囊龑?dǎo)作用，強(qiáng)化重點(diǎn)區(qū)域生態(tài)保護(hù)，推動(dòng)重要生態(tài)系統(tǒng)發(fā)揮多元功能，完善與生態(tài)保護(hù)貢獻(xiàn)相匹配的生態(tài)綜合補(bǔ)償機(jī)制，充分調(diào)動(dòng)各方面參與生態(tài)保護(hù)的積極性，構(gòu)建政府主導(dǎo)、社會(huì)參與、市場(chǎng)調(diào)節(jié)相結(jié)合的補(bǔ)償格局，切實(shí)推動(dòng)將生態(tài)優(yōu)勢(shì)轉(zhuǎn)化為經(jīng)濟(jì)優(yōu)勢(shì)，讓生態(tài)保護(hù)者、貢獻(xiàn)者持續(xù)得到實(shí)惠，促進(jìn)人與自然和諧共生。

方案明確，到2030年，生態(tài)綜合補(bǔ)償機(jī)制更加完善，生態(tài)保護(hù)主體獲得感有效提升，重點(diǎn)區(qū)域綠色可持續(xù)發(fā)展能力持續(xù)增強(qiáng)，為加快經(jīng)濟(jì)社會(huì)發(fā)展全面綠色轉(zhuǎn)型、建設(shè)美麗中國(guó)提供有力保障。

在全面建設(shè)社會(huì)主義現(xiàn)代化國(guó)家新征程上，要保持加強(qiáng)生態(tài)文明建設(shè)的戰(zhàn)略定力，注重同步推進(jìn)高質(zhì)量發(fā)展和高水平保護(hù)，以“雙碳”工作為引領(lǐng)，推動(dòng)能耗雙控逐步轉(zhuǎn)向碳排放雙控，持續(xù)推進(jìn)生產(chǎn)方式和生活方式綠色低碳轉(zhuǎn)型，加快推進(jìn)人與自然和諧共生的現(xiàn)代化，全面推進(jìn)美麗中國(guó)建設(shè)。
