在《伊斯蘭堡諒解備忘錄》框架之下舉行的首輪高級(jí)別會(huì)談，已于瑞士比爾根山（Burgenstock）落下帷幕。與會(huì)者包括：伊朗伊斯蘭共和國(guó)代表、美利堅(jiān)合眾國(guó)代表，以及兩個(gè)調(diào)解方——卡塔爾國(guó)與巴基斯坦伊斯蘭共和國(guó)。
此次盧塞恩湖峰會(huì)在積極且具建設(shè)性的氛圍中開(kāi)展。已取得令人鼓舞的進(jìn)展，其中包括搭建起一套推進(jìn)后續(xù)技術(shù)性會(huì)談的機(jī)制。
基于上述諒解備忘錄，各方同意設(shè)立一個(gè)高級(jí)別委員會(huì)，負(fù)責(zé)對(duì)調(diào)解進(jìn)程進(jìn)行政治層面監(jiān)督。首席談判代表將定期向該委員會(huì)匯報(bào)，并牽頭領(lǐng)導(dǎo)若干工作組——聚焦核問(wèn)題、制裁問(wèn)題，以及監(jiān)督與爭(zhēng)端解決事宜——以確保備忘錄得到有效執(zhí)行，并處理其他相關(guān)事項(xiàng)。
該高級(jí)別委員會(huì)已就一條路線(xiàn)圖達(dá)成一致，目標(biāo)是在60天內(nèi)敲定一份最終協(xié)議，同時(shí)為立即啟動(dòng)進(jìn)一步技術(shù)性談判奠定基礎(chǔ)。
此外，按備忘錄第5段所述時(shí)限，各方之間已建立一條溝通聯(lián)絡(luò)線(xiàn)，以防止意外事件與誤判，旨在保障商業(yè)船只安全通過(guò)霍爾木茲海峽。
并且，各方同意設(shè)立一個(gè)沖突降級(jí)小組（de-confliction cell）——在調(diào)解方協(xié)助下，設(shè)于各方與黎巴嫩共和國(guó)之間，以確保按照備忘錄規(guī)定，黎巴嫩境內(nèi)的軍事行動(dòng)得到終止。
技術(shù)層面談判將在本周剩余時(shí)間內(nèi)于比爾根山度假村繼續(xù)進(jìn)行，涵蓋所有議題。
調(diào)解方將繼續(xù)竭盡所能，確保談判始終在建設(shè)性氛圍中推進(jìn)，以達(dá)成最終協(xié)議為目標(biāo)。

Regarding The Conclusion of Lake Lucerne Summit — First High-Level Committee Meeting with Participation of the United States of America and the Islamic Republic of Iran

The first session of high-level talks under the framework of the Islamabad Memorandum of Understanding (MoU) have concluded in Burgenstock, Switzerland, with the participation of representatives from the Islamic Republic of Iran, the United States of America, and the two mediating parties — the State of Qatar and the Islamic Republic of Pakistan.
The Lake Lucerne Summit was conducted in a positive and constructive atmosphere. Encouraging progress has been made, including the creation of a mechanism for further technical talks.
Building on the MoU, the parties have agreed to the establishment of a High Level Committee to provide political oversight of the mediation process. Chief negotiators will report regularly to the Committee and lead working groups focused on:
? nuclear issues
? sanctions
? monitoring and dispute resolution
…to ensure the effective implementation of the MoU and address other matters.
The High Level Committee also agreed on a roadmap aimed at reaching a final agreement within 60 days, paving the way for the immediate launch of further technical negotiations.
A communication line has been established to avoid incidents and miscommunication and ensure the safe passage of commercial vessels through the Strait of Hormuz.
The parties also agreed to create a de-confliction cell between the parties, Lebanon, and facilitated by the mediators, to ensure the implementation of the ceasefire/cessation of military operations in Lebanon under the MoU.
Technical talks will continue for the rest of the week at Burgenstock. Qatar and Pakistan pledged to continue efforts to help the parties reach a final agreement.
