國際(中國)地理標志保護聯盟(ICGIA)成員單位層級與資質認定管理規范
一、聯盟簡介
國際(中國)地理標志保護聯盟(International (China) Geographical Indication Alliance,簡稱ICGIA),由國際薦酒師(香港)協會(中國香港) 作為核心發起單位,聯合全球地理標志產業相關主體共同發起成立,是立足中國香港、面向中國內地、輻射全球的非營利性協議式國際合作組織。
聯盟以《中歐地理標志互認協定》為核心基石,深度依托“一帶一路”國際合作框架,嚴格遵循中國國家知識產權局《產業知識產權聯盟建設指南》,采用合作組織式管理模式,構建“跨界融合、全球協同”的地理標志全鏈條保護與發展體系。
聯盟立足全球地理標志雙向協同發展格局,推動中外優質地理標志產品實現雙向互認、互推互鑒。一方面助力中國地理標志產品突破地域局限,從區域特色升級為國際知名品牌,沿“一帶一路”遠銷歐洲及全球各國;另一方面有序引進全球各國正宗地理標志物產,在中國及亞洲區域完成合規落地與文化推廣。聯盟致力于為全球地理標志知識產權保護與產業共治提供實踐經驗,共建開放共贏、協同發展的全球地標產業新生態。
International (China) Geographical Indication Alliance (ICGIA) is jointly initiated by International Wine Advisors (Hong Kong) Association (Hong Kong, China) and global industrial institutions engaged in geographical indications. As a non-profit contractual international cooperative organization based in Hong Kong, China, facing the Chinese mainland and radiating the world.
Based on the EU-China Geographical Indication Agreement and the Belt and Road Initiative, the alliance strictly abides by the Guidelines for the Construction of Industrial Intellectual Property Alliances issued by the China National Intellectual Property Administration. It adopts a cooperative organizational model to build a cross-border, globally coordinated whole-industry chain protection system for geographical indications.
The alliance focuses on two-way coordinated development, realizing mutual recognition and mutual promotion of GI products between China and the world. It empowers Chinese geographical indications to upgrade from regional specialties to global brands and enter European and global markets, while introducing authentic overseas GI products for standardized promotion and industrial development across Asia. The alliance aims to provide practical experience for global GI intellectual property governance and build an open and win-win global industrial ecosystem.

二、聯盟組織架構準則
本聯盟嚴格遵照國家知識產權局相關指導要求,采用合作組織式運營架構,核心準則如下:
1. 成員法律獨立性:各發起單位、各聯盟成員單位均保持自身獨立法人及法律地位,通過正式合作協議明確各方權責邊界;
2. 不設獨立法人資格:聯盟本身不注冊獨立法人實體,統一以「國際(中國)地理標志保護聯盟(ICGIA)」名義開展各項國際合作與產業活動;
3. 戰略聚焦協同:始終聚焦地理標志原產地保護、國際互認、雙向產業推廣核心主業,嚴控業務邊界,杜絕業務泛化。
In accordance with national intellectual property administration regulations, the alliance adopts a cooperative organizational structure with the following core principles:
1. Independence of Members: All initiating entities and alliance member units maintain independent legal status, with rights and obligations defined through formal cooperation agreements.
2. No Independent Legal Person Status: The alliance does not register as a separate legal entity, and all activities are conducted under the unified name of ICGIA.
3. Strategic Focus: The alliance concentrates on core businesses including GI origin protection, international mutual recognition and two-way industrial promotion, avoiding irrelevant business expansion.
三、準入管理機制
本聯盟不設立會費制度,摒棄傳統社會團體會員體系,所有合作主體統一稱為聯盟成員單位。
準入分為兩種規范模式:
1. 登記制準入:面向行業領袖、商協會組織、產業從業者、地標文化愛好者等主體,實行備案登記制,依規錄入聯盟成員名錄;
2. 協議式準入:針對法定產區單位,需簽署專項合作協議,明確原產地責任、品質規范與雙向推廣義務,納入專項層級管理。
The alliance implements no membership fee system and abandons the traditional social organization membership system. All cooperative entities are uniformly named Alliance Member Units.
Two standardized admission mechanisms are adopted:
1. Registration System: Applied to industry leaders, chambers of commerce, industrial practitioners and GI culture enthusiasts, who are included in the alliance directory after official filing.
2. Agreement System: Applied to Legal Origin Units, which shall sign dedicated cooperation agreements to clarify origin responsibilities, quality standards and promotion obligations.
四、聯盟核心宗旨
立足中歐地理標志互認協定,依托一帶一路國際合作;
守護全球原產地知識產權,規范地理標志產業發展標準;
推動中外地標產品雙向互通,助力中國地標品牌國際化升級;
深化全球產業跨界融合與協同合作,為全球地理標志治理貢獻實踐方案。
Based on the EU-China GI Mutual Recognition Agreement and the Belt and Road Initiative;
Protect global origin intellectual property rights and standardize the GI industry;
Promote two-way circulation of Chinese and foreign GI products and accelerate the internationalization of Chinese regional brands;
Deepen global cross-industry cooperation and contribute practical solutions to global geographical indication governance.
五、核心人才體系建設
聯盟立足全球地理標志產業發展需求,專項制定《地理標志產業國際推薦官人才培育與管理規范》,搭建專業化、國際化人才培育體系,開展全球地理標志產業人才選拔、資質認定、技能培訓、行業交流與執業賦能工作,打造高素質國際推薦官人才隊伍,為地理標志產品跨境推廣、品牌賦能、產業對接提供專業人才支撐。
To meet the demands of global GI industry development, the alliance formulates the Specification for Training and Management of International GI Promoters, builds a professional international talent system, and undertakes talent selection, qualification certification, professional training and industry exchanges. It aims to cultivate high-caliber international promoters and provide professional talent support for cross-border brand promotion and industrial docking.
六、成員單位層級體系(由高至低)
1. 聯盟發起單位
以國際薦酒師(香港)協會(中國香港) 為核心發起主體,聯合全球地標核心機構共同組成,是聯盟戰略決策、頂層設計、運營統籌的核心力量,主導章程制定、全球資源整合、重大項目落地與合作架構運維。
Led by International Wine Advisors (Hong Kong) Association (Hong Kong, China), together with global core GI institutions. It undertakes strategic decision-making, top-level design, global resource integration and major project promotion for the alliance.
2. 聯盟成員單位(登記制)
由全球各地行業領袖、商協會組織、產業科研機構、國際商貿平臺、地標產業從業者及文化愛好者組成,實行免費登記備案準入,享有聯盟資訊共享、行業交流、活動參與、資源對接等基礎權益。
Composed of industry leaders, chambers of commerce, research institutions, international trade platforms and industrial enthusiasts worldwide. Adopting free registration and filing admission, members enjoy information sharing, industry exchanges and activity participation rights.
3. 法定產區單位(協議式)
經各國官方權威認證、具備合法地理標志原產地資質與專用標志使用權的中外產區經營主體,通過專項合作協議納入聯盟管理。享有原產地法定背書、跨境溯源共建、國際公共品牌授權、全球聯合推廣等專屬權益,涵蓋新會陳皮、赤水金釵石斛及全球各國正宗地標物產。
Officially certified origin entities with legal GI qualifications, included via dedicated cooperation agreements. Enjoy legal origin endorsement, cross-border traceability authorization, global brand licensing and joint international promotion rights.
4. 世界酒·中國菜 國際推薦官推薦單位
經聯盟審核備案,具備國際化運營能力與良好行業信譽,深度參與中外國際文化交流的合作機構、跨境平臺、高端文旅餐飲主體。享有官方授牌、國際專場推介、跨國資源對接等權益。
Qualified cross-border institutions, high-end catering and cultural tourism organizations reviewed and filed by the alliance, entitled to official certification, international roadshows and global resource matchmaking.
5. 世界酒·中國菜 國際推薦官推薦品牌
經各國家認定的法定產區企業、供應鏈服務商、品牌商所旗下,品質卓越、文化底蘊深厚,符合跨境品質標準的中外特色產業品牌,納入中外雙向全球推廣名錄管理。
Under officially recognized legal origin enterprises, supply chain service providers and brand owners from various countries, high-quality featured industrial brands with profound cultural heritage that meet cross-border quality standards shall be included in the China-foreign two-way global promotion directory.
6. 世界酒·中國菜 國際推薦官推薦產品
經各國家認定的法定產區企業、供應鏈服務商、品牌商,符合跨境品質標準的中外地理標志單品、特色名酒、地標臻品,納入中外雙向全球推廣目錄。
Recognized by officially certified legal origin enterprises, supply chain service providers and brand owners from various countries, qualified GI specialties, fine wines and geographical indication treasures that meet cross-border quality standards shall be included in the China-foreign two-way global promotion catalog.
七、成員單位權責規范
1. 聯盟發起與成員單位:遵守聯盟合作規約與備案準則,共同參與全球地標標準共建、產業交流與人才培育工作;
2. 法定產區單位:嚴格恪守中歐互認公約與各國地標保護法規,履行協議約定義務,共同維護全球原產地公共信譽;
3. 所有推薦類主體:接受聯盟年度備案核驗,堅守品質底線,合規開展雙向推廣與文化傳播工作。
1. Initiators and member units shall abide by alliance regulations, and participate in global GI standard construction, industry exchanges and talent training.
2. Legal origin units shall strictly comply with EU-China GI conventions and national regulations, fulfilling contractual obligations to safeguard global origin credibility.
3. All recommended entities shall accept annual official review, adhere to quality standards, and conduct standardized cross-border promotion and cultural dissemination.
